Can't use Duty Finder?

I just transferred to a new server (which happens to be a Legacy server) and I wanted to use Duty finder but the game kept saying 'Unable to accept a new duty. Please try again later.' Do I have to wait a while to use DF after transferring servers? Or is there another problem to this?
