Balmung not listed for world transfer

Hi, Sorry if i posted this in the wrong area, but a friend is having troubles transferring to balmung, and i noticed it isn't listed on the transfer list of full or not full worlds. It goes all the way to the page where it would confirm the transfer but then denies it and doesn't give an exact reason, only a list of general ones. Any Help is appreciated.

Balmung is probably full

Others have transferred to from what i hear, and more than a few have transferred off i know. May be a Full world issue, but there was no indication of it.

The indicator that it is full is that it is not showing up in the transfer list.
