Steps:
1. Completed quest joining Grand Company (Maelstrom)
2. Currently being Storm Private Third Class
3. Cannot obtain "My Little Chocobo" quest from NPC
4. The current quest the NPC is offering is Shadows Uncast
5. Checked with Chocobo Keepers at three main cities, all allows change of personal chocobo's name, but nothing related to obtaining the quest.
6. Checked under Achievements and found that the "My Little Chocobo (Immortal Flames)" quest is completed yet I have not join Immortal Flames.
