Question about "Report Cheating"

Does that option really work? I've seen 2 players named Marina Chelewae and Bing Bing that have been mining under the game's terrain and seem to be teleporting or traveling very fast between nodes while under the terrain. I have reported Bing Bing 2-3 weeks ago and he seems to still be playing. I've also seen this other player, Marina Chelewae, tonight doing the same thing and just reported him/her. Is this thing (mining under the terrain and fast traveling) considered cheating or just an addon that's allowed in the game? If it is cheating does SE just take a long time to investigate the people reported or is reporting cheating through the game not an effective way of reporting people?

I also have video proof of these people cheating, is there a place I'm supposed to send it to if they need video evidence?

I've reported Bing Bing multiple times as well over the past 2 weeks. I even got screenshots. Nothing seems to have been done about it.
