World Transfer

I'm planning on transfering to a different world to be able to play with RL friends and was wondering ihow long does the process take with the congestion problems or if they have fixed it. if they have ill start process now so i can start in the new realm tomorrow, please let me know.

another question my chara is on a legacy realm tho im not a legacy player can i still transfer to a non legacy world?
