Couple of Questions

I don't know if this is something that's only started happening since Monday or if it was happening last week and I was just too new to notice: after every fight, my cross hotbar defaults back to bar 1.

I've got solo macros on bar 3 and party macros set to bar 1, and I have no idea what setting would make this happen.

The second question: Is there a way to keybind the duty list? If not, is there a way to activate level sync for FATEs without it?

Hi,

By default there is an option that changes your crossbar when you sheath or draw your weapon. You can disable it or change which crossbars you want

Like you, I distinctly remember either seeing or reading about the option for specifying what set to default to with weapon drawn, but either I'm nuts or they changed the categories. Now the closest thing I can find to it is on the hotbar config screen and simply says "Allow Customization" for both sheathed and drawn. I had to disable both options before the problem would cease.
