Debuffs should be TOP PRIORITY for display on party frames

Prior to this patch, Debuffs (such as Slow, Poison, Paralyze, etc) were displayed to the left of buffs when looking at the party frame.

i.e. if you were looking at the party frames, and Joe Blow had Protect, Stoneskin, Defiance, and Poison on him, Poison would be displayed closest to his healthbar, followed by the actual Buffs he had on him.

After the patch, Debuffs are now being prioritized randomly, it seems? In some cases, they are scrolling off the party frames completely due to the person having so many self-buffs up.

Is this intentional and if so, why would you make this change?
