Changing Class
Im new to the game so i don't really understand how classes work. I know that i need to be level 30 and level 15 in another class in other to become a white mage.
MY friends started to play the game and another person want to take the role of white mage so i decided to create a archer.
I want to know whats better, change class on my conjurer level 30 to be an archer or level up my new character?
Also
If i change classes on my conjurer into a archer will i be able to become a bard?

You can have all the classes on 1 character, all you do is go to the corresponding guild and get the quest there to become one. Then any time you equip the new weapon, for instance, bow, you become an Archer. you can save gear sets for individual classes by clicking on the little "page" icon above your character in the character screen, the the + icon to make a new gear set.
Leveling up a new class is easier, because exp from kills and fates is increased 50% up to the level of your highest class on your character. So if you have a lvl 30 conjurer, your Archer will get 50% extra exp from kills and fates, up to lvl 30, then it will return to normal.
To become a bard, you will need to be lvl 30 Archer, and level 15 pugilist.
Do not make a new character, there is no benefit to starting out in any particular class.
