No you can't but you can buy a game card from another country (I suppose that your account is EU) you just need to get a digital delivery, that way you won't have to pay a delivery fee. This should work.
You are obviously able to access the internet... why can't you use the same payment method as everyone else and do it from the web browser?
You don't need a CC you can use a debit card or a prepaid debt too.
Why did they ship it to your country? Why not? Last I heard the was not a law against banking there... so... where is the logic behind that statement?
