probably everyone is downloading the patch
I had this same exact error. I tried to restart hoping that would fix it and it did not. However I did just keep trying over and over even though I was getting the error and one time it finally worked, updated and I got in.

I'm getting the same problem except I'm on PS3. Have been trying since around 4:30-5pm ET. My internet is really slow so the update takes ~45mins, every time it gets to about ~30mins left it just comes to a halt and goes to an error.
I've tried exiting out and restarting my PS3 but that didn't help. Has happened a few times now and is pretty annoying. Hopefully I can make it through once at least, but I'm definitely having this problem as well.

My internet is working fine so I don't think that is the issue.
Bumping this for more attention as I still cannot log in and it has been several hours. I logged into the Lodestone fine but that doesn't mean much.
I've restarted my PS3 multiple times, and I unplugged/restarted my modem/router as well and still get the error. Since I'm on PS3 there isn't really much I can try to "fix" the problem myself.
I am on the PC version and EVERY time there is a patch, I run into this and have to re-download everything and HOPE even the setup file runs.
Every option hasn't worked and I am tired of having to torrent (wait) for each patch or download the full game again each time. Especially since I pay.
What is going on and why does this work for everyone? My internet is not at fault here, as it's always a workaround with the file system.
The errors I get are [11003] and [20403] with a [11018] in there the first time around
