Server transfer implementation delayed 1 day?

See this thread on JP forums that seems to indicate a 1 day delay in server transfer implementation:

Anyone with better JP skills care to confirm my information is correct?

Keep in mind, it's already almost the 16th in Japan. Having a "one-day delay" for them does not necessarily mean we'll have the same one-day delay here in the U.S. / E.U.

It's like 9 am PDT. Holy poo be patient.

I use google as my web browser and it translate it.

They're saying that they're extending the free period by one day, not delaying anything.
