when do the Halloween event fates begin

just wondering if anyone knows when the event is gonna start and for that matter was wondering the save about the lightning fates Shantotto fates and Dragon quest fates

There is no official start date on the dev blog Oct 10 post announcing the All saints Wake event, as it says "The event kicks off next week" but the Moonfire Faire is officially over on the 18th of Oct.

Unless they intend to keep the Moonfire Faire open while simultaneously starting the All Saint's Wake event, I will expect it to start after the 18th. Unless they announced the wrong closure date for Moonfire Faire...
It would be fun to have both up at the same time! but the town decorations might be strange

This may be a little off topic but can i still do the lvl 15 quests without having access to the other city-states, i would like to know for my alt characters on different servers.

No, you can't do the lvl 15 quests without having access to the other city-states. You'll have to get that far in the story quest to complete the Halloween event (I still have an alt I have to rush through the story for just this reason).
