How to unlock GC hunting log rank 2?

My Dragoon is currently level 35, I finished the GC hunting log rank 1 a long time ago. Since then I've promoted myself to Serpent Corporal and I've yet to unlock the 2nd rank. Am I missing something? The officer has an unavailable quest for me @ 44 but is the 2nd rank that high?

Yeah they're that high (you need it to promote to Second Storm Lieutenant ) .... And for the third one you need to complete the story and get to Second Storm Lieutenant by completing AK
