Crit Rating

I made some internetresearch. All I found was a post stating 30 critrating being about 1%, being capped at 20%/600rating.

Can anyone confirm or correct this?

Valk-dancing-mad claims that:

Which would lead to ~23% crit chance for 600 crit rate. I doubt there is hard cap on CRT, beyond lack of better items. It is also worth noting that skills like Inner Release affect CRT, not directly crit chance, despite the misleading tooltip.
