WHM regeneration spell
As a WHM I cast regeneration mostly on tanks every 21 seconds as that is how long the spell lasts. But I have noticed that if there is 5 seconds or less left on the regeneration, you can not refresh it by casting it again. You have to wait until it runs out complete before it hits the target. Noticing that, if you cast regeneration with 5 seconds or less it will not work, but it still uses the mp cost. So basically I am using mp for a spell that doesn't hit the target and then will have to use more mp like 2 seconds later so it can hit the target. Was wondering if it can be fixed so no matter how much time is left on the regeneration countdown it can be refreshed. As in that 1 second it takes for it run out and cast again, someone could die. Anyone else think this could be an issue?

I'm pretty sure the time remaining on the buff isn't actually the issue; HoTs and DoTs will not refresh if the new cast is weaker than the old one. So if you had a buff up for the original cast, and no buffs up for the new cast, your second cast will not stick.

No I mean I cast regen it sticks so it counts down from 21. At like 3 secs left I cast regen again, but it doesn't stick. So I have to wait until the first one is completely over before it sticks again. But it still used mp for a cast that didn't stick. Thus it gives a second or two where the tank does not have regen. And for some fights that could mean death.
