Serial Duty Finder Queue-Cancelers: The penalty needs to apply to rejecting a party.

So, apparently, the new thing to do in order to game the system is to queue for CM or AK or even Praet., check the join-in-progress box, and then cancel every party you get that's not in-progress.

There are few things more frustrating than continually getting the Duty Finder to pop up for confirmation only for the tank to reject it over and over because they see it's not in-progress. 10, 15 minutes of "Shhhkkk" "Alrighty, lets click ready!" "party member canceled".

The 15 minute penalty needs to apply when someone does that. And maybe make an "only in-progress" check, depending on how enabling you want to be?
