Unable to complete main story quest 'Oppurtunity Knocks' - NPC bugged

Time: All the time
Frequency: All the time
World name: Ragnarok
Character name: Argel Tal
NPC name: Clotairion
Class/Level: PAL - 40
Party or solo: Solo
In-game time: All the time
Area and coordinates: Coerthas Central Highlands (12, 17)
Steps:
1. I finished all of the local sidequests
2. Finished all quest tasks for 'Opportunity Knocks'
3. Go to Clotairion who has a green check mark over his had, right click him and no response
4. When I right click, all icon bars go dim for a second and then back.
5. Nothing happens
6. I have since handed in other quests, gone back and still NPC is bugged.

There are a number of other players around the NPC also unable to hand in the same quest. Please fix as I am now unable to progress with main story quests :(
