Packet loss and you...
Hi all, figure I would post my findings and see if we can help out SE. I'm Having issues with Packet loss on the way to the servers.

If we can get some more info I have been working with my ISP who is working with Cogent, I can point them to here.
I'm going to wait though to make sure this is the right Forum encase its moved.
If you are looking for PingPlotter there is a Freeware version but you need to read a bit for it. Looks like a good program though and it might be worth it to support it.

nice report... but wrong IP address. That's a web server... it's the old www.eidos.com IP address, and has about 20 other sites registered in DNS.
Need to find the IP that your client is connecting to when in game, and dig on that. You can get it from the networking sections in resmon. FFXIV should show at least 2 connections. The one to Japan (likely starts with 124) should be idle for the most part. The more active connection to the Canadian game server should start with 199.
Since it seems you may be running into some congestion, you might find some extra info from pathping, as it tries to analyze the forwarding between hops as well as RTT and loss.
