I did CM for the first time last night as part of my storyline quest and I didn't realize it was a sped-run dungeon. I pretty much missed the whole storyline cutscenses just trying to keep up with the group. I think I was the only one that was new.
So would you be mad (those who are doing speed runs) if a new person comes in and says hey I'm new to this and would like to watch the cutscenses? I ask because on my next run, I'm going to ask if I can watch the cutscene because I missed it my first time around. I'm sure most have that are doing the speed runs have seen the cutscense at one point.
Will you be mad if we slow you down?

People are going to rage at you. They shouldn't, but they're going to. They'll probably even call you "selfish" for "holding up the group." I suggest making a group on your server if you want to watch cutscenes. Also, in case you didn't know, you can view all the cutscenes from dungeons in the Duty section of the book in your Inn room~

IMO not the same immersion as watching in your INN vs during the instanced dungeon. -

I say just watch them anyways. It's not like they can do anything more than cry about how they didn't join a premade instead of using the duty finder.

had some speed runs where 1 or 2 people were new, watched cut scenes, didnt care. just watched for them to be out to say "take the chute" or "use return". i'm not the type to think "omg, you owe me back those 10 minutes of my precious play time!!!"

Normally if you do it in the duty finder, it's not a big issue. I think the cutscenes are much better experienced as part of the content they're for. Fark them if they don't want you to watch it. If you want to, do it. Let them skip it. Worst thing that can happens is they'll wipe because they're too impatient to let you enjoy the game, and the best thing that can happen is they kill the boss while you're in the cutscene and you don't have to do a darn thing. :p
Nobody can stop you from watching cutscenes. -

Its your game so if you want to watch the cut scenes watch the cut scenes if they rage on you... Then float with them till the end of the dungeon and go AFK and let them deal with the end boss... People need to learn respect and if they want to run fast thru the dungeon then they can party up with thier FC's... Finding people who want to run story is alot harder than finding people who want to run speed runs... I'm a healer so let people rage on me cause i wont heal a thing... Sometimes its better to take a stand then to lay down and get trampled

If I am in that kind of a hurry, I don't expect people who randomly join a Duty that says nothing about "this is a speed run" in the info about the dungeon, to rush for me. I would let anyone watch the cutscenes and I would instead pre arrange a speed run with people who like speed runs. When SE decides to declare a dungeon -speed run only- and specs it in the info for DF, only then will I expect people who randomly join to be prepared to speed run. If people keep grieving players who want to watch cutscenes, I imagine SE will do something to change it eventually, something like a "this is why we can't have nice things" nerf.
