Perfect balance issue

Greetings. Monk has skill- Perfect Balance. I will not speak about too long CD of this skill, though i think so and I hope, that CD will be lowered. Ok) NO, Im talking about main issue of this skill: while PB buff monk can use any skill without needing a special form. Nice. But when PB buff is gone monk will gain NO form. For example: before PB buff is gone monk use True STrike, which gives coeurl form. PB buff is gone and !!! coeurl form!!! is gone too. Why? Buff is gone, but why there is no saving of the form? Dear developers, please, fix this issue. Thank you
