Quest "Washed Up" stuck at 4/5 objectives.

Frequency: Experienced since approx. 9 PM, 10/6/13.

Area and coordinates: Summerford Farms, Middle La Noscea (X24, Y17)
Steps:
1. Accept the "Washed Up" main scenario quest from Staelwyrn (X25,Y17). Objective is "Speak with the slacking yeomen - 0/5".
2. Completed 1-4 of objectives by speaking to NPCs.
3. Returned to the final area shown by the orange circle (X24, Y17) but could not find the final NPC. Currently stuck at 4/5. Unsure if the NPC is missing or simply does not have the icon above them which shows that they can be interacted with.

Sorry, this is not a bug, I just wasn't able to find the NPC. He was outside a wall on the edge of the area marked on the map. Can you please move this to the appropriate forum? Thanks again!
