So I noticed that when I would open my blacklist within the menu, players that I have blacklisted, temporarily become un-blacklisted for a short period of time. This is reproducible, just go into any major city and open your blacklist, you will see your chatbox fill with gil spammers for a few seconds and then stop. Happens every time the blacklist is opened.
