Side quests in a new city

Hiya

I started in Gridania for the main quests and when I took the airship to Ul'dah, i wanted to do some other sidequests, I started to do all the Ul'dah sidequests but didn't find the quest "Fantastic voyage". On the "Libra Eorzea" app, it is labelled Ul'dah sidequests but I can't find it??

It also mention that there is a prerequisite quets to do ("Close to home"). But I cannot do it because I have not started in Ul'dah.

So there is "some" sidequests that are impossible to do if you are not from that city from the beginning and they require the main quests of that city, am I right?

There are side quests that support the main story that are only available when you start in that city. Only way to see them is to make new characters!

And also, some quests will only become available once you have done other quests previously, aside from the storyline quests. But I haven't tried the app, so it might be it says there.
