I noticed a lot of people are relying on a simple tracert for "evidence" blaming one source or another. This might give more credence to your suspicions or it may help you find evidence to the contrary. You mileage may vary.

This is just to help out SE and the community at large in getting some more information on this issue that many have experienced of late. I'm personally not here to blame any particular ISP, person or SE. This is just to get solid data together to help get this issue resolved.
