Steps:
1. Open main menu
2. Select 'Achievements'
3. The error show up once
4. All the achievements showed 0/0
5. Close the Achievements windows
6. Open it again, no error report but the achievement progress still 0/0

I can pretty much ensure you that it's not the ISP/Modem/Firewall issue. Windows Firewall is OFF, and I can obtain Achievement data fine on my PS3 system under the same network. The issue only occur on my PC version of the game (they are using the same SE account).
