Can't get to Cid for the Garuda Quest

I unlocked the Garuda quest from Cid at 43, but couldn't pick it up until the required level of 44. To leave the airship arrivals area, I had to talk to the attendant. But when I got to the required level of 44 to go pick up the quest, I couldn't get back in. When I talked to the attendant who let me in the first time, all he offered me was passage to Ul'dah and Limsa Lominsa.

Can you please fix this? I haven't been able to advance in the storyline for two weeks now. :(
