PS3 hotbar coversion to action bars???

As a PS3 gamer I am extremely greatful for the ability to play with computer gamers. But one thing that is bothering me and I feel should be addressed is the PS3 hot bar system. I am currently using a controller and the hot bar set up is great for the controller but when my keyboard and mouse is able to be used, which it is, I would greatly appreciate the ability to change hot bars into action bars which I can then key bind my keyboard to this action bar. This would greatly increase my ability to be a helpful member for raiding and dungeons and eventually PvP to my free company. As of now the controller and hot bar set up I feel is hindering my ability as a gamer and unfortunately I do not have the funds to buy a new computer to gain that feature. On a side note, if you could give the ability to change mouse speed across the screen that would also help a lot.
