Quick question. Why cant you create a new topic when you're level 20?

I just found out about this today ._. Anyway the new forums looks nice a bit brighter although it kinda doesn't match the dark header but hey it works. Hoping for a smooth E.A at 5:15am my time ;) See you all in Eorzea
