Just show up and fight. the only requirement to getting the drop is the same as any open world mob, you must have the claim. in my experience, the hats have dropped from the adds, and not the H1.

here's hoping it'll repeat the pattern and pop again in 4 hours.
Was doing the event for awhile today, got 4 hats, 2 of each. Three out of the four were from imperial elites and one from an H-1. Event ended at around 4:15 pm pst.
Got 3 tricornes and 1 whm hat today. H-1 dropped a tricorne :P
Killed an entire set of elite imperials + H-1 and got nothing for our entire party. /cry!
Did this for about two hours via Dragonhead, three hats dropped all from the elites.

Maybe there is a pattern that only occurs on the weekend. Last Saturday it was at this time. If ,after this round, there is a 4 hour break, then it return, then we might be able to peg down the pattern.

I've noticed there are lone Imperials left after the event in some zones, and while it could be a server lag problem and they haven't depopped correctly, I am working on a theory that you need to kill all the stragglers in each zone and it will repop 4 hours after the last one dies.
No imperials up. Chart seems wrong. Anger rising against SE.
Maybe the imperials popping is based on something we are missing?
It seems my idea was a bust. It'd be really nice if we could get a rep post that said whether or not it was a timed respawn (something like 24 hours) or had some kind of trigger (doing something in some zone started the event). Nothing specific like the actually amount of time between events, but a hint.
It always pops and despawns on all servers at the same time so it would be odd to me if it was triggered based on the actions of one server. Random spawn times from 4 hours to around three days, overcamped areas, claim based low percentage loot distribution, and amazing once in a lifetime loot make this one horrible event. Guaranteed to make even the sanest of players insane.

This event is so bad that it gave me cancer.
The really sporadic pop time makes LSes zerg it like crazy. The confirmation about claim makes people wait for you to die or start doing well, then steal your claim if you try to go it alone at the less spammed camps. It's quite a shame that they would bring back this sort of bad blood between people.
Things are really starting to get nasty. SE takes one step forward with the Atmos event and five steps back with this one. The average player doesn't have much of a chance now that the cat is out of the bag about claim. Leashing is out of the question now with so many people around. The best thing to do now is probably to bring your group out to the area with the least people and stay in one of the pop spots opposite to whatever LS is there. Try and get initial claim, take them down using the sleep method, and pray it respawns in your spot.
This event went from awesome to shit QUICK. All it took was people knowing about it and BAM 10 linkshells per camp and it's so bad that it's literally unplayable. Can't see half the people in my PT so it's impossible to heal properly. I seriously want this kind of stuff to be instanced if they add any more of this kind of shit.

This is just ridiculous. I have no idea what SE was thinking in implementing this event. Its a free for all now and no one has any idea what actually gets you the hat drops. My party had first claim on multiple sets of H-1 parties, but never saw a single hat drop. We only got crystals if we got kill shot, so I'm still not convinced it isn't kill shot that gets loot.
SE needs to say something about this event, or make some adjustment to drop rate/how drops work. The current situation is just disheartening.

Right now, the event is pretty bloody stupid. Should really be open content, otherwise you just open yourself up to griefers. Also, having ALL the Elites link with the H-1 is pretty stupid. They should be spread out around the random imperials.
Hey guys I got a good idea. Lets make a world event that only one group gets drop for that way people get angry at each other and end up hating other ls's . It makes no sense not to up the amount of elite mobs, so people aren't competing or allow a chest drop for everyone who tried. All this event does is encourage intentional wiping of other groups so you can get claim. I'm now anxious about 2.0 after seeing this event.

Lets stop saying when its up in this thread until the attack is over.
It will still serve to make a time sheet, and will decrease the amount of shells camping it.

This event is absolutely ridiculous, frustrating, and poorly designed. Please change it so that anyone who participates is eligible for the drops. Right now it's just pitting players against each other, and not in a fun way. It's just plain frustrating. Change this claim-fest, mechanic-abusing, clusterf**k!... please.
True. Note the "spawn times" have rarely ever been around 4/5 PM PST... I WONDER WHY!?
I am actually for saying when they are up. Hopefully it gets swarmed so badly, like atomos, that they will be forced to change it.
They could have at least not given all elites group claiming, so that more people/parties could get their own piece of cake
They really need to unlink the elites from the H-1, and spread them out. Competition will still be fierce, but it'll stop the massive MPK'ing/Griefing going on. Otherwise we're back to ffxi HNM tactics, which NO ONE WANTS (ie: winner take all, do whatever it takes to claim, sabotage other players so you can get claim).
You can tell its an awful event when people are scared to talk about it. As shown above this event is too pro not helping people. In a random time event, people need help to try it, but this poorly constructed event has everyone trying to keep it a secret.
Sad thing is this event is an easy fix, to make it tolerable.
1. Make the trash mobs have chance to drop hat
2. Make it so killing the elites respawns trash
This makes this event eligible to smaller groups who can't form a party 8 people at a moments notice at a random time and a random day. This also makes it so that smaller groups benefit from helping a party of 8 kill an elite because they get more chances at hats because the garleans respawn after that. It creates a cohesiveness, instead of, stand there watch or try to kill to them. It makes you want to help because they are giving you something, you want to speed up the process.
