They are still taking into account weak PCs with a 32bit Windows. This means pc with less than or the same as 4GB RAM are considered here and they still have to use some of those 4 or less GB for other tasks.
For comparisons purposes:
- The Base PS4 has 5GB available for games and 8GB in total.
- The Pro has 5,5GB for games and 8GB GDDR5 (+1GB DDR3)
- The Switch 3GB for games and 4GB LPDDR4 RAm in total
- The Xbox One (Base) has 5GB for games and 8GB DDR3 in total
- Xbox One X has 9GB RAM for games and 12GB GDDR5 RAM in total
-> The Xbox and PS4 are certainly above the minimum specs of the Stormblood expansion. The switch could be an issue, but comparing it to the ps3 in this case, isn't fair, because for the PS3 version RAM was an huge limiting factor in the end and switch has >2,5GB more RAM for games than the old playstation console.

It has to do with displaying the item lists on the screen because of limited memory, but the number of inventory slots and the PS3 have nothing to do with each other. F: A lot of people seem to be misunderstanding how memory works.
Y: Minagawa and myself are probably the last developers of the generation who have a lot of knowledge in how to use memory efficiently. Realistically, no game can win to FFXIV’s memory usage. Therefore, if you hear “because of memory” from us, please do consider that the hardware limit has been reached.
