This is another reason I'm glad they didn't try to make another one of these. They need to tweak that model even further before trying it again. More often than not, you have FATE trains where people don't even get a chance to get a single hit on a target because some people used some ridiculous ability on it. Eureka was slightly better because you really had to work to pop something and then people will generally wait for whoever needs the FATE.
The extra actions made things interesting and fun, but the downside (aside from what I mentioned above) is people don't know to use them or they never bothered to gather enough. This put a huge strain on things like CLL's opening fight.
