Basically anything not Japan or America gets shafted into one big comglomerate with no ability to participate in contests or be able to access payment options in preffered currency.

You made a really good point.
The little "&" symbol means "and." "Middle East" and "Africa" are as much a part of "Europe" as "Central & South America" and "Pacific Islands" are a part of "North America."
That's where "European" was wrong. As for "countries" and "excluded," French Guiana (among others) is neither.
- ESRB is an industry organization and doesn't have the weight of law.

- You're thinking AO, not M.
- An AO rating kills sales. Period.
- Countries where a rating does have the force of law can and often do ban games outright. This is also not good for sales.
