Personally, she's a bit too hands off early in the story, and it's hard to see why she is the leader of anything. However I think for most it might be the English voice performance. Personally I go with the Japanese audio, so it doesn't bother me at all.

A large part of it is the quests that go like this:

minfilia linkpearl: "player I need you to come to waking sands I have something urgent to speak with you about!"
-arrive at waking sands-
minfilia: "I have a package of delicious treats my baker just made! I need you to fetch them for me!"

All these pages and not one person mentions the true best girl: Maggie!

Not only does she help us out a number of times in main story quest, but she even learns how to fly so she can keep up with us in 3.0. And odds are if swimming or under water content does happen in 4.0 she'll learn to swim as well. No matter what, she'll always be by our side.

(My real favorite NPC is Raya-o, but don't tell Maggie I said that...she does have a cannon, after all.)

"Hands Off" is a gross understatement. She's useless.
Other then being the person to send you to places, she serves zero purpose.
She has zero-combat capabilities and hasn't shown any skills in tactical thinking, strategical planning, diplomacy, or any of the in-game sciences or magic. (At least Tataru balances the books, does secretarial work, and has an aptitude for crafting, in addition to having a charm that attracts NPCs)
The only useful quality she has is the Echo, which she doesn't use until 2.5's ending.

The only time she was of any actual use was going with the Warriors of Darkness to their world, aka leaving use for good so Alphinaud can take her spot as the Scion's leader and Krile as the Non-Player Echo user.

I can't fully pin why, but I liked her well enough in 1.x, and not one bit since. Didn't dislike her, exactly, except for her inability to use linkpearls... just, didn't anything remotely attractive about her as a character.
