Western people tends to be more inclined to think "if it's a benefit for me I should go for it, without having a consideration for others". Japanese people don't have that way of thinking... or, at least, it's a lot less frequent.
In Japan, tacit rules are very important and the society would hammer on you for not respecting them. This isn't the case in NA/EU where we need hard written rules to draw the limits.
As far as an allegory can go, if in Japan you were to see a line saying "do not cross", people won't cross it. EU/NA people need a physical wall preventing them from crossing.
It's a cultural thing. And probably one of the hardest ones to fight against.
Can't blame SE for that.
