They actually are the patrician's gaiters, dyes black with the acolyte skirt, that combo gives that kind of look.

Something simple but bold. Like an everyday citizen. Focus more on the appeal of focal distribution through color balance. But I'd like to find some better pants to better match the vest, and if only I could dye Snow's shoes. Might go for a more traditional pair:
