That's not the issue. If this truly wanted it to be as "the way they appear in game" they wouldn't let non-hyur wear it, given that it forces the outfit to shift to the player.
The problem is they don't want to. It's as simple as that, it's easier to code the item as 1 color instead of all the versions of colors we can dye it as. And if Square can get people to pay for a lower version of that product, they'll 100% do it. They are a company, after all.
Could I somehow be wrong? Maybe, but until I see where this statement is of "They want to keep it iconic" came from, far as I care, it's the same as "Yoshida said healers shouldn't dps" and "Viera and Hroth will get hats" where neither was stated to be a thing, people just twisted words they said to make it like how they wanted it to be.

Implication and the ability to infer is lost on so many people.
If they wanted to make it dyeable, they could. It's completely possible.
If they wanted to be separate pieces they could make it so. It is completely possible.
If they wanted to have the hair separate they could.
If they wanted it to be wore on both genders they could.
So why isn't it? The easiest and most obvious answer is that they did not want to. Argue until you are blue in the face, they have their mind set on that and continue to do it over and over and over again.
Yes the dev team does not want them dyeable. It's not a question of being cheap and wanting to take the easy way out. Tons of mog releases can be dyed it's just the NPC ones that can't be. They could make them that way but they don't want too. This same argument comes out every time an NPC outfit surfaces this is not new. When the next one comes out it will be the same story. Maybe we'll be surprised but I doubt it.
There's a lot of pieces we have that aren't dyeable and not connected to an npc. They also could have made those dyeable. Show me where any se representative said "We don't make the pieces dyeable to preserve the integrity" or you can argue for this baseless claim til your blue in the face.
I thought the common sense was: They use an old model, tweak it a bit so it can fit all races, release it in the laziest way possible? We can complain that each time, it's lazy as hell. Doesn't matter if it's to preserve "NPC integrity" or not lol. Gives me vibes of the reasoning they gave for Hrothgar not to have ears on the hairstyles.
