Because raiders typically aren't buying it week 5, 6,7, 10 and 11 yet casual players will. For the same reason people bother capping tomes each week. Plenty like upgrades even if it's technically unnecessary, and even more beneficial they wait.
From the preparation side of the argument. I have both crafted for an entire static (my own) and spoken with several others. Most crafters, especially in the hardcore environment are begging for a delay. It isn't lost content, it's a stress relief because now we don't have to trip ourselves trying to gather a plethora of different materials, new rotations, potential remelding and etc. Seriously, you have the likes of Ashe10 asking for a delay despite being one of the most prolific crafters in the game with billions of gil. On the more cynical side, Shadowbringers already put a huge dent in crafting content due to how easy most of it is. A week delay for raid preparation won't have even a fraction of as much an impact in terms of profit as this expansion's changes did. Put simply, it won't "kill content" for others. Crafters are typically the ones asking for the delay alongside raiders.
