Though on topic: I haven't much more to add except I think certain people are blowing the importance of this thread's topic way out of proportion. It's a bad habit but if there isn't a wipe just move on.
Simple solution - don't use regen on tank while tank is pulling. Unless they're an FC member that you trust to do the job and handle it with the same care as your other FC members, don't regen a tank during pulls. It's not rocket science, and healers have similar tools as the DPS do to reduce hate management. Use them or don't, but otherwise, just don't regen on a tank pull. Simple as that.
Whether it causes a wipe or not isn't the point. The point is, no healer should cast a regen type spell on the tank before they pull. Period. That is healer basics 101. This is still happening even at max level. This is just as annoying as dps (nin and rdm more so) who like to pull ahead of the tank. The healer in me cringes each time I see the healers prepull regen me as tank. It's annoying.

I have always been a DPS healer (WHM). The last thing I'm going to do during a dungeon (mega-pull) is regen before the tank has settled. Not only does that send hate my way (which in turn draws my attention away from contributing damage) but typically slows the tank down. There is literally no reason why regen should be thrown early in that circumstance given the tank will be running (taking less hits as enemies chase), everyone is on the move (thus stray mobs causes problems), and there's literally no benefit other than the tank shrugging off a few auto-attacks, to which I would say that if they needed regen to do that than they shouldn't be mass-pulling anyway.
I let the tank round everything up and then unload QC-Holy, AIII then rotate between heals and damage. This is obviously a lot different than pre-HoT'ing tank(s) before boss/single-target pulls -- regen to your heart's content in that case.
As someone with a max PLD & WAR, I have encountered many Healers of the AFK and/or 'regen spam' variety. What's funny about AFK healers is that despite them standing around staring at healthbars, they're typically no faster at healing during critical moments than a good DPS healer. As for the regen spammers, yes, I'll click-off regen continuously if they're doing so pre-pull. Thankfully, the majority of this type of Healer tend to be a sprouts, some of which will listen if you ask them to stop doing it. I have yet to encounter someone who didn't get the message, though if/when I do, you can be certain I'll resort to single-target enmity strats so that the Healers gets a lot of aggro-love. They can learn the hard way or kick me so I can insta-join a new run with a different Healer.

Being someone who has all healers at 70 and PLD at 70, I've seen both perspectives from a healer and a tank's points of view. As a healer, I learned very quickly to not prepull regen when I started leveling conjurer/whm a long time ago. Most newbies who prepull regen will probably listen if you explain to them what happens if they do that.

But I've seen, especially since the start of Stormblood, and even during 50-70 dungeon runs that a lot of healers will be prepull regening the tanks and then they wonder why they have aggro and blame the tank. Like dude, it should be obvious...at LEVEL 70 why you are getting aggro. How can you be a max level healer and not know something that basic? I don't understand.
If the party wants to kick me because the healer isn't letting me do my job properly and thus sabotaging the run, then fine. I have tank privilege, so I can requeue and be back in the dungeon in less than 5 mins, most times instantly so I don't care. More tomes for me and they can wait longer for a new tank.
