But yes, I agree, housing is not in a good place right now.

It was more the level of detail put forward in her post, detailing why it wouldn't work. Perhaps we have different ideas of it being "shot down", but to me a full and comprehensive post detailing why it wouldn't work counts as being "shot down".

Just because one person makes their opinion clear in great detail doesn't make it the opinion of the masses. Most people would agree with your idea.
Also, half of the points that person is making are invalid. Housing has features that you cannot get in apartments.
I own a single house in Balmung. I have, however, purchased three apartments for my alts because I noticed they hadn't filled, and SE said that they're supposed to easily add more if needed (not like I've seen them add more, but I believe there are still some apartments left in Balmung, or were the other day when I checked).
Even if this is a small server with lots of housing open why do you need 28 houses? If many plots were still open then it would be alright if they said that they had like around four houses each thus 8 houses..still a lot but 28 is way too much..I do kinda wonder if they would be nice enough to give some plots away when the server gets more players?
Its just like PVP players that are using their alts to get another limited mount..it takes it away from someone else and maybe there was someone that wanted a house in exact that place and cant have it. Also allowing this to happen on one server, allows this on other servers too..
And then after all this they play the victim card...harassment is not right but if you do something like that you will have to deal with criticism..I really wish that this would be shown to the devs to show them, that yes sadly people like that are playing the game and that we need some kind of restrictions..

There is no need to wonder what's more important. Both housing systems (wards and instanced) can exist simultaneously with the same functionalities. Just leave wards the way they are when implementing instanced plots and nobody gets upset. Free Companies and individual players are then free to either buy an instanced plot or figure out a way to get a neighborhood plot.
I like my house. I would like other people to be able to get a house, instanced or otherwise. I would not like losing housing wards for no other reason than someone not liking them.
I'll have you know right now, that these 28 plot purchasers are Native Mateus players who DO NOT Roleplay. They bought it because they like doing it as a hobby. So please don't just jump the gun and accuse roleplayers that they are responsible of buying multiple houses. There are plenty of roleplayers who are on the 2nd category as you stated.
You'll be surprised that there are plenty of non-roleplayers who buy more plots than roleplayers since they have nothing better to do once they feel stalemate in their contents (like people who don't raid)
Look at who replied. This is the same person who thought Regen wasn't your best heal throughout Heavensward and attempted to lecture Savage raiders on healing efficiency without having even finished 3.0 MSQ, let alone all of Heavensward. Make a new thread on the subject of instanced housing and I wager you get a better response. Frankly, it's what should be done as we will never have enough houses to fulfill the demand even by half. Unfortunately, the cynical side of me thinks they know that and hope housing entices people off Balmung and Gilgamesh.
