You can already remove that restriction, although it requires a pretty large download. (I've done it myself, and for the same reason. I got annoyed with having to switch disks back and forth when switching between games.)
If you remove the disc and delete the game from your PS4 hard drive, and then go to your library and select to re-download it from the PlayStation Store (where you already have it licenced, so there's no fee involved), you can download the full game in the version that does not require the disc to be in the drive.
