I don't think they intended it to pervade the tanking community such as it has. They had to have some level of expectation/anticipation, they did design the abilities after all, and it certainly isn't a new phenomenon exclusive to HW content. I just wonder, like going back to savage scob, they said it was the original difficulty but they tuned down to the normal version because it was so hard. So how much of the content was at X level of difficulty when the abilities were tested, but then the content got tuned down and abilities just remained the same.
I don't know if that's what happened or not, just throwing it out there.
