When I see a new player message, I go a step further. I typically say something like "yay newbie!" and then ask who's new. My theory is that being cheerful about having a new person helps assuage any possible doubts they might have that they may be picked on for being new, so they may be more likely to speak up. I gear check while I wait for someone to answer. If someone does speak up, we make sure to tell them important mechanics and role-specific information. If nobody answers, then I simply do the dungeon based on how the other people are geared. If you can't be bothered to speak up that you're new even when asked, then you can't expect to have people do things differently for you.
