Could perhaps add status effects to it for PvP purposes. Right now I have no reason to use it.

Shuriken has its uses, long range pull and long range pvp execute. The skill is the only Ninja skill with a 25y range.
Thats not the only thing tho, its currently the only Ninjutsu that can reliably synch in between GCD with almost no fail chances, unlike Raiton, specially against lag spikes.
Of course it will differ from person to person given how inconsistent this Mudra & Ninjutsu system is.
Sure, Raiton is as good as a Critical Shuriken and if it crits its even better, so its use after Kassatsu over Shuriken can't be and won't be discussed. But given how gimpy and inconsistent the Mudra & Ninjutsu system is, I think a reliable and twice as fast Shuriken fits better and actually feels like a proper OGCD that doesnt halt your GCD DPS at all.
Lag spikes ruin ninjutsus
Happened to me a couple times... Jin > Chi hit ninjutsu, shuriken fires off for half a second then it stops, then it registers my chi for raiton, and it doesnt' register my raiton, I go back to my rotation, next thing I see is a rabbit icon
I do think there is any other job in the game that suffers from latency to such an extent. Being gated from a class because of ping is annoying.
Been a few times where I get "action cancelled" after hitting the 2nd mudra, but by this time im already pressing the third.
I'm definitely seeing the sluggish behavior of the mudras as well. This really needs to be looked at and addressed as a little bit of lag at the wrong time can cause you to screw up your ninjutsu.
It seems in my opinion sluggish because the animation and the cast time cool down are not in sync, in most (not all) skills the animation takes a second or few seconds but the cool down takes longer. In the case of mudra's you click or press the button to cast, the cool down is done maybe a second so before animation is and people are less used to waiting for the animation to end despite the hotbar saying the next skill is ready to use already. People have got used to timing their rotations by the hotbar cool downs rather than the animation.
