Someone is obviously looking to get the ban hammer.

The answer is simple..

There have been a total of 16 updated to FFXIV totalling patches of 3.8GB.
There has been one update to the boot loader.

If you install fresh from the disc you will notice boot loader 1.0 (RED!!) This will then download a 5MB boot loader patch.
After completing this Patches 1-16 will load.. SO there is no problem here.

Its incremental updates.. Sure they contain events that are no longer part of the game, this means that they need to include character models and graphic designs for all the new equipments that gets added each time. Simply saying re-downloading is not true.. The only thing is maybe the patches could be reduced in size marginally by removing the special events from them. Since most likely they will never be re-used (like the snowman, or the bomb towers etc).

This would be a lot more trouble than its worth as a developer since the patch already has been made and working. Why would you waste time and effort that is being spent on moving the game forward.
