Because people don't like spending 2-3 minutes having to run around because a tiny kerb stops them going straight forward? That was certainly an issue with XI and XIV (not ARR) for myself.

FACT #1: They want this reported so it can be adjusted. I.e., they don't want players to do it.
FACT #2: They want us to report it under "bugs", i.e. it has enough characteristics to be called a bug. It's something not meant to be.
FACT #3: You can't read their minds, so you have no way to be sure that they classified under "bugs" because there's no other place for it to go.
Let's leave all that loaded terms like "bug" and "exploit" out.
They don't want players to do it, they want this reported, they want to adjust these places. So anyone making use of this is going against Square Enix policy. Unless, of course, one insists that Square Enix is tsundere in this case. :3
People tend to use the term exploit in place of the term cheat, but it does apply here. People are benefiting from using the tactic, hence exploit. It's textbook definition. If SE was really okay with it they would not be fixing it. They just won't ban anyone over terrian exploits. It's not worth their time when they are at fault. They'll wait to ban you when you really earn it by exploiting the system for free gil or item dupes or cheating of some sorts with bot programs.
Posting the fact that they won't be punishing people who use this spot was wrong. In our server, we'd usually see 1 or 2 people in that specific spot during most of the day, after that post circulated, full parties of 8 have been camping the spot. The bad thing about the spot is also how bot-friendly it is. You could easily spot the botters before but now it's hard since 8 people are stacked on each other.
Just imagine if they made a post saying "we won't be punishing people for bugging Twintania" before closing it down to fix it. Almost everyone knows what will happen. (I know it's different but the bugged spot where DD spawns basically give BLMs, SMNs and BRDs the ability to speed up their Spirit Binding by around 11x or more. While playing solo.)
I agree with Bartisaur.
They probably didn't think it was a big deal (compared to say bugging end-game bosses) and just pass it on to terrain design for it to be included in the next patch, then go on their merry way. Still they shouldn't have said they won't punish it. That was something that would have been better left hanging in the air.

Players got arrogant, felt SE would do nothing to them - Boom, come January (5 months later) you needed a raft to get around because of how much people were crying foul on SE banning them/temp suspending them for using a bug (exploit). So while SE says they won't take action, depending on exactly the gains, they very well could.
Using terrain to avoid damage/prevent death is an Exploit, plain and simple.
I remember some stories of things similarly happening in FFXI - only to have a Mass Ban to everyone that even tried it.
I hope they take it that drastic now, it is heavily needed for all the broken levelers abusing the system.
I bet this probably wont be so 'Working as intended' when SE finds out it's possible to do this to Odin depending on what part of the Shroud he spawns in.

I think SE's stance is correct they are cheating but they are not hurting the player base. When we had the problems in XI with salvage, gardening and fishing up furniture etc. Most of those problems hurt the player base and caused problems with economy and were rightfully banned. Until it hurts the economy helps fund gil sellers etc (ie crour burn parties in xi) then people shouldn't be banned.
I never knew about this exploit and knowing now I still wouldn't try it, as I know how quick SE does a full 360 on things.
