I believe they are Cotton Dress Shoes, or something of the same skin at least. :) They are not connected to the legs.

Thank you for the suggestion, but I am indeed after a mini for my outfit.
The Acolyte's Skirt is an option for me, but I'm not entirely happy with the ankle part of the skirt. :3
