They are Lady's Knickers from an old summer event in 1.0 before servers went down. I assume since SE is adding previous items into current events that they will show up sometime in the near future. :)

I don't know the exact name, but they're one of the low-level boots from the Maelstrom GC. The level 50 boots look the same, but have a red rim on top and down the sides.
