Read a little bit of your post but it was too long to finish ><, Not sure if you mentioned this but it would benefit SE A LOT by selling time cards at local stores like best buy, walmart and so on, 3-6 month time cards where players could go to a store buy a time card for cash, and come home and add that time card to their account and play.
When I played wow this was my number 1 way of paying, I did play ff11 and do play ff14, but I always hate doing anything with my credit card when it comes to online stuff, I hope this type of a payment method is implemented into ARR as it would eliminate a lot of issues, as well as it would increase the player base by a lot.

Click and Buy is the worst payment option I have ever used, as soon as S-E allowed us to pay them directly using a CC I switched to that.
C&B charged me but it never went to S-E, once my account was suspended I was told they had not received any payment from C&B even though they charged me and it ended with Click & Steal charging me again so I payed double the amount for the 180 days option.
3D secure (Verified by VISA or Secure Code MC) protects the merchant from a charge back from Credit Card companies (someone disputing the charge as unauthorized)
As far as the address issue... i'm assuming they have to abide to multiple laws/regulation where it can become a compliance issue when it comes to down to address changes to different countries... also it comes back to the point of CC charge back (IE your address must match to your CC address or SE may get hit by CC fraud charge back or disputes)

at least that's how I can understand it with my experience dealing with merchants and Credit Card companies
