As far as the game having no long lasting new content, you could call it a narrative... I view it more as a truth. We could go down a huge legalistic whole about what is long lasting content and what isn't. But I don't feel like it TBH.

SE has more accurate data of active players and their online activities than your screenshot . It doesn’t provide any feedback other than screaming the game is dead to us remaining and active players who are still paying subs despite all the hatred and disgust towards this game.
Nobody cares about the actual screenshot. Its you using it as a means to instill the narrative that you're presenting when literally there's better ways to prove so. Like the fact that progression in this game is super simple and easy so content doesnt last very long anyway. I dont need a screenshot of somebody making a very specific PF to tell me that.
We are entering a patch lull. It's always like that. Yoshi-P designs the game around how most players check out the latest DLC/patch in a game for a few days and then move on to the next. He knows they will slowly play less and then play other games, then come back for the next patch. This is unavoidable unless they force people to play and grind every day like Blizzard did by making it punishing to take a break, which by many accounts wasn't fun or healthy.
By the way, at the hour this was posted it is an hour before activity picks up for the NA region. I have struggled to get a party going until the hour that follows in the past. Although it is also the weekend where activity is usually higher as well.
I don't know what data center this is but a lot of people are actually going to Aether for raids now which affects the number of parties on other data centers.
Some people define MMO as social content and some people define it by raids. Regardless, the raids tab has a lot of people there too.
