Yoshi-P has a whole legal team watching his every action, saying something like that would mean having a lawsuit on their backs soon as it would not only be against the current game rules, but against the law of most countries.

"unless a report is made" They are saying it's not against the rules unless they know about it, also it says mildly, the ERP I have seen had nothing to do with "mildly". If people were roleplaying kissing, cuddling and dancing nobody would care.
